Are they street legal?

In India the legal age for motor license is 18, which means after we finish our Class 12 or 10+2. Still in most of our Indian roads we sometimes see young students in uniform zooming pass in traffic, (unless they are like the main character of the movie in 1995 'Billy Madison') they are not legal to ride in public roads. This not only puts their life in danger but also of others. All young drivers or riders without driver's license are not irresponsible, because there are still young geniuses on bike doing crazy stunts all around the world

but they do only on professional dirt and race tracks and it takes just one sudden rush of blood on the public road to make a mistake. For a reason the Indian Government made a law in setting the legal age on driver's license. Who is to blame? The traffic cops who see these riders and drivers but let them pass by or the parents who let them? But when an accident does happen who will be accountable? For the moment these are just questions with difficult answers, it is up to us to make a change.
